The program aims to support improvement in utility service quality, transparency and fairness. Given imminent federal regulatory supervision of EtihadWE, it is important for Ras Al Khaimah to stake a claim to its jurisdiction over the rest of the electricity and water sector in the emirate.
The program will operate by:
Developing a local regulatory framework for utilities regulation and planning
Implementing direct regulatory supervision for private electricity, water and district cooling businesses, and
Coordinating with MoEI to harmonise regulation with rules and processes applied for Etihad WE
The regulatory framework for private utilities is already being developed and is expected to be approved in 2024. The initial framework is to encompass licensing, price regulation, quality of supply regulation, and dispute resolution.
